Project Management
Paul joined RGS in 2018 as a Strategic Services Consultant. He has 30 years of experience in executive management local government agencies. He has reorganized city departments for efficient use of public and private resources, negotiating contracts and guiding government officials through all aspects of city management and regulatory compliance. He is experienced in project and financial management; engineering and planning development in accordance with community General Plan; and Council policy implementation.
Paul has an MBA from California Coast University, Anaheim, CA, and a Bachelor of Science in Civil Engineering from the University of Maine, Orono, ME.
