Allison Picard joined RGS in 2019 bringing with her over 37 years of local government executive management and human resources experience. She has in-depth knowledge and experience in all areas of human resources management including employee relations & labor negotiations, recruitment & selection, classification & compensation, benefits administration & performance management. She is also a seasoned trainer, having developed and presented programs on leadership and other core competencies for management success.
Allison has also served as the Assistant County Administrator in Contra Costa and Kings counties where she was responsible for the agency budget, and assisting the Chief Executive with overall administration, programs and policy implementation. While the majority of her career was with county government beginning in the Administrative Office of LA County, she also held the position of Assistant General Manager over Human Resources (including labor relations) for Bay Area Rapid Transit (BART) and most recently served the City of Fairfield as the Human Resources Director.
Allison believes that public agency managers have very difficult jobs with more responsibility than resources and understands how hard it can be to juggle all of the demands. Helping managers solve problems, both large and small, and contributing to the success of others through coaching and pragmatic solutions is what Allison found most gratifying in each of the roles she held throughout her career. She brings this broad experience and genuine enthusiasm to supporting RGS partner agencies.
Allison holds a Master’s Degree in Public Administration from Cal State Long Beach, and a Bachelor’s degree in U.S. History from Loyola Marymount University. She earned a Master in Labor Relations Certificate from the California Public Employers Labor Relations Association (CALPELRA), an organization which she served both as a member of the Board of Directors and as President.
