Anne Luger joined Regional Government Services (RGS) as a Technical Advisor serving as the Deputy Harbor Master of the Richardson Bay Regional Agency in 2023. Anne brings a unique mix of skills and experience to this challenging mission of cleaning up Richardson Bay. She is a licensed captain and has been sailing the San Francisco Bay for over twenty years. She is also a retired law enforcement officer and served as a police academy instructor. Anne is a licensed psychotherapist and has worked with non-profits providing mental health services, transitional housing programs and accessing services for veterans.
Anne holds a bachelor’s degree in humanities, a master’s degree in counseling psychology and a United States Coast Guard Captain License.
Outside of work with RSG, Anne maintains a private psychotherapy practice specializing in helping first responders. Anne grew up on the lakes of Minnesota, is an avid sailor, loves scuba diving and is an adoring aunt to her nieces and nephews.
