David L. Jeffries

David Jeffries joined Regional Government Services (RGS) in 2013 to serve as part of the Marin Emergency Radio Authority’s (MERA) Next Gen Project Team. He currently serves as their Deputy Executive Officer for the Next Gen System and is responsible for the implementation of that project.

Prior to joining RGS, Dave had thirty-one years of municipal law enforcement experience, retiring as a Police Captain in 2013. Dave also served as a Terrorism Liaison Officer, conducted, and managed employee investigations and commanded all parts of his agency during his career including serving as the agency’s Emergency Services Manager. He also held an Advanced Instructor Certificate from the California Commission on Peace Officer Standards and Training (CA-POST).

Dave has been working with a variety of local governments on their emergency management programs including program evaluation, plan development, exercise design and facilitation, training development and delivery, and as a response resource.

Dave holds a bachelor’s degree in criminal justice administration, a master’s degree in public administration and a second master’s degree in emergency and disaster management. He is a Certified Emergency Manager (CEM) and a Professional Emergency Manager (CA-PEM) as well as being credentialed as an Incident Commander, Type III (ICT3) through the California Incident Command Credentialing System (CICCS).

Dave is a member of the International Association of Emergency Managers, California Emergency Services Association, and Project Management Institute serving on local chapter boards of both CESA and PMI.

Outside of work, Dave enjoys camping in the Sierras and taking vacations in Wyoming.
