Edward joined RGS in 2018 as the Southern California Lead Advisor. He has 38 years of executive Human Resources and Risk Management experience. Edward is highly skilled in all aspects of human resources policies and procedures and risk management best practices. He is bilingual in Spanish and English. Some of the responsibilities he has carried out for seven different local governments are management of the City’s labor negotiations for seven bargaining groups while serving as lead negotiator, recruitment and compensation, classification, labor relations, workers’ compensation and liability claims administrators; administration of the City’s insurance program; loss control and the employee benefit program.
Edward has a Bachelor’s of the Arts in Social Ecology from the University of Irvine.
