Planning
Hilton Kwong joined RGS in 2021. He is an experienced city planner who has provided contract staffing services to cities in the Monterey County area for several years. Hilton has held planning positions at the assistant and associate level. He has performed plan check review, and permit processing, including coastal development plans. He has prepared staff reports and made presentations to planning commissions and city councils on subjects such as design review, local coastal plan development review and exemptions, historic preservation applications, architectural review, and other planning functions.
Hilton possesses a BS degree in Environmental Studies from San Jose State University.
