Jim O’Leary joined Regional Government Services as a finance advisor after 34-years of municipal finance experience. He served as administrative services director, finance director, and assistant finance director over his long career. With RGS, he has served as a high-level finance professional with multiple public agencies.
Over a 40-year period, Jim has overseen every municipal finance function including both establishing and dissolving redevelopment agencies. He spearheaded many tax ballot measure efforts (including as volunteer treasurer), successfully negotiated development agreements, managed utility billing divisions, and assembled teams for revenue and other bond financing. He assisted in labor negotiations while serving on a management team successfully negotiating 35 labor agreements.
Jim received a B.S. in Business Administration from the University of San Francisco and a M.B.A. from St. Mary’s College. Jim has also been an adjunct professor at the University of San Francisco, teaching undergraduate and graduate classes in government finance and budgeting, for nearly ten years.
