John P. Coggins joined RGS as an Advisor in the Finance services group in 2018. John has managed both private and public sector budgets; his area of expertise is in purchasing and material management. He provides services to partner agencies such as negotiating high-level contracts; drafting complex Requests for Bids/Proposals; and, updating procurement policies, procedures and ordinances.
John has a bachelor’s degree in psychology and a master’s degree in public administration. He is a Certified Public Procurement Officer and Certified Purchasing Manager.
Outside of work, John enjoys traveling and playing golf.
