Joshua Metz

Josh joined RGS as a Strategic Services Consultant and the Lead Advisor in the Economic Development service group in 2020. He has over twenty years of experience in land planning, environmental design, and economic development. Most recently, for the last seven years, he led the Fort Ord Reuse Authority (FORA), an agency that guided the successful reuse of the former Fort Ord Army base. His team identified reuse opportunities and economic development strategies. Ultimately, serving as the executive officer, Josh led the completion of programs including economic development, planning, habitat conservation, building removal, bond financing, and capital improvements.

Josh is skilled at helping agencies navigate complex and sensitive land use and development processes. He has broad domain knowledge in public process, environmental planning, urban design and development. He is adept at technology integration, data generation and analysis, marketing and communication, contract development and cross-sector relationship building.

Josh has a bachelor’s degree in environmental biology and a master’s degree in landscape architecture.

Outside of work, Josh enjoys outdoor recreation, gardening and spending time with his family.
