Kathleen (Kathy) Warr joined RGS in 2016 to lead the Public Safety Services team. Kathy has worked in Public Safety for 40 years, with expertise in both Police and Fire services including municipal law enforcement, state fire resource management, 9-1-1 dispatch, civilian investigation, supervision and management. Kathy has had full administrative responsibility and accountability for employees working in communications, records, property and evidence storage, and department-wide technology acquisition, integration and management. Her personnel expertise includes performance management, risk management, supervisory development, personnel investigations, disciplinary actions, training, and significant collaboration with a variety of stakeholders.

Kathy also previously served as the Administrator of the Sonoma County Public Safety Consortium for 7 years, providing shared CAD, RMS and MDC services to Sonoma County public safety agencies, managing the multi-million dollar budget for the consortium, the transition from from cooperative agreement to JPA, and collaborating with diverse groups from line staff to City Managers. Kathy’s most recent experience is in risk management and policy development and maintenance with Lexipol, LLC.

Kathy’s major is in Workforce Education and Development from Southern Illinois University. She also holds a variety of POST certificates including Executive Development.
