Sally Rice came to Regional Government Services Authority after a 17-year career in local government management. She served as Human Resources Manager and Risk Manager for three public agencies in California: two cities and one special district. Prior to her work in local government, she was a trainer for both public and private sector agencies, including the San Bernardino County Schools, the California State Department of Education, and the Arrowhead Credit Union. She continued to provide supervisory and management training to staff in all three government agencies, which is why she was hired by RGS to help develop and deliver training for local governments. In the fall of 2014, Sally and other RGS training consultants began delivering a three-day Supervisor/Manager Academy that has received rave reviews.
Prior to her work in local government, Sally helped her local school district start a non-profit organization to prevent drug/alcohol use and abuse among local youth. Because of the non-profit’s work, which she led, the county awarded a contract to provide school-based drug prevention consultants. The community then asked for a local outpatient treatment center and when a grant was awarded for this, the Board of Directors asked Sally to open and operate such center. For her efforts in the community, Sally was acknowledged by the local Chamber of Commerce and Soroptimist, Kiwanis, and Rotary clubs. Sally has a B.S. degree in Social Psychology from Park College and a M.A. degree from Redlands University in Management with a Human Resources emphasis.
