Sherry Kelly joined RGS in 2012 to provide a variety of City Clerk services for RGS and many of its partner agencies. Sherry has over twenty-five years of experience as a City Clerk and Assistant City Manager for California municipalities. Sherry’s experience includes preparation of City Council agendas and attending City Council meetings, managing public record requests, the implementation of a citywide electronic document system, coordination and implementation of city and county elections, performing redistricting projects, budget development and preparation, and developing and managing citywide records retention schedules. Sherry received the James Madison Freedom of Information award in the public official category from the Northern California Society of Journalists.

Sherry has an Associate of Arts degree in Business Administration.
