Ms. Selivanoff is presently the Director of HR Services for Regional Government Services, JPA; and has been working in HR management consultant roles with RGS since 2009. A “big picture” thinker and outstanding problem solver, Sophia has led the development of RGS’ regionally-based HR management teams, which deliver a full range of HR management services to local governments throughout California. Her ability to conceptualize, develop and implement complex administrative systems, her extensive experience with organizational culture change, her technical expertise in the development and application of merit-based selection tools; and her in-depth knowledge of the unique HR issues associated with the employment of police and fire personnel continue to add value to the RGS HR team’s service delivery to partner agencies.

Since joining RGS, Sophia has served as the HR Director for at least ten public agencies in northern California, leading a team of HR Advisors in offering an effective, creative and flexible approach to personnel administration in local government agencies. In providing addition of providing a full range of human resources management support to these agencies, Sophia and her teams have also served dozens of other agencies throughout California in a project capacity, providing organizational assessment and development services, performance management interventions, conducting recruitments and classification/compensation studies, supporting labor negotiations processes, and developing and implementing policy. Sophia is passionate about making a positive difference in the work lives of agency staff, and committed to an ongoing and engaged partnership with agency staff that results in confident, competent, and caring service to their communities.

A seasoned HR professional with over 25 years of experience in public service in California, Sophia’s previous experience includes various HR roles in local government, working for San Bernardino County as a selection analyst, and then as the employment manager for the Sheriff’s Department; as a Senior HR Analyst for the County of Sonoma; and as an HR generalist for the City of Santa Rosa, and then as the HR Manager for the Santa Rosa Police Department.

Ms. Selivanoff earned a BA in Psychology from Loma Linda University, and an MS in Industrial/Organizational Psychology from Texas A&M University.
