Training
Victor Manalo joined Regional Government Services (RGS) as an Advisor in Training and Development in 2022. Having extensive experience as an elected official and a professor, Victor is well qualified to serve as a local government consultant to public agencies. As an Advisor, he delivers training and provides coaching for RGS partner agencies.
Victor is a former city councilman and mayor and a local government consultant. He currently serves as the Chairman of the Artesia Planning Commissioin. He teaches policy, political practice, and community organizing at California State University.
Victor holds a master’s degree and a doctorate in social work.
Outside of work, Victor is active as a board member for a local nonprofit as well as a member of professional organizations.
