Denise Carter joined Regional Government Services (RGS) as a Technical Specialist in the Public Works Service Group in 2023. As a member of the Colusa County Board of Supervisors and a farmer in northern California, Denise has focused on issues regarding agriculture, land use, and water and flood control. As the Chair of the Colusa County Groundwater Authority, she oversaw the JPA formed to implement the Sustainable Groundwater Management Act (SGMA).
She will be providing local support on a variety of administrative, compliance, and outreach activities.
Denise has a bachelor’s degree in engineering with an emphasis in civil engineering and completed the two-year California Agricultural Leadership Program.
Outside of work, Denise enjoys tending her yard and garden, spending time with her grandson and enjoying walks on the farm.
