Pooled Programs

RGS participates in various pools with other public agencies. Pools are joint collaborations to increase the purchasing power of a single agency, making insurance and benefits more affordable.

Municipal Dental Pool

Regional Government Services (RGS) has partnered with Keenan and Associates along with Delta Dental to create the Municipal Dental Pool. The Municipal Dental Pool, hosted by RGS, is a dental purchasing solution for public agencies which is designed to provide greater benefit cost stability.

STARS 401/457 Pool

RGS is a founding member of the California Public Agencies Self-Directed Tax-Advantaged Retirement Systems (STARS), two trusts formed in September 2009 by California public agencies for the exclusive use of local government agencies for their employees. The 401(a) and 457(b) trusts are administered by local government representatives.

Agencies can participate in the STARS program either as ‘Member’ agencies or as ‘Associate’ agencies which elect not to engage in the governance of the Plans. Joinder agreements for the 401 and 457 plans enable each agency to specify the exact terms of its plan.

RGS is a member of PACE (Public Agency Coalition Enterprise), a medical purchasing joint powers authority designed to help public agencies respond to the emerging health care environment. PACE provides advantages which lead to better cost control, flexibility and employee satisfaction:

  • Larger pool which provides greater stability
  • More competitive purchasing position in the marketplace for the right kind of coverage
  • Keenan’s Benefit Bridge enables online enrollment, eligibility and employee communication portal to provide ease of administration and streamlined capabilities
  • Contribution strategy that provides cost transparency and quality, encouraging employees to adopt an informed level of health care consumerism
  • Less risk fragmentation and underwriting guidelines that improve the risk pool for all member agencies
  • Wellness resources that help lower long term health care costs.
