Jim joined RGS in 2017 as a Senior Advisor. Jim offers over thirty years of experience in planning, community development and affordable housing managing innovative plans, programs and projects. Jim has provided and managed a wide range of housing and community development services to agencies throughout California and in several other states. Jim has provided technical assistance under the Urban Land Institute (ULI), ICF and Enterprise Community Partners for implementation of HUD’s Neighborhood Stabilization Program (NSP) in Toledo, Chicago, Modesto and Tulare and Imperial counties and remote assistance to many communities countrywide. As the Project Manager for the development of the City Hall complex for the newly incorporated City of Rancho Cordova, CA he oversaw the $22 million conversion of a business park campus into a LEED certified City Hall, the first in Northern California.
Jim holds a Master of Urban and Regional Planning from San Jose State University and Bachelor’s degree in Urban Studies and Economics from Temple University, in Philadelphia. He is a frequent speaker at planning, affordable housing and green building forums, and was interviewed in February 2012 for an NPR program regarding foreclosures and sustainable solutions to the housing crises.
