Pooled Programs

RGS participates in various pools with other public agencies. Pools are joint collaborations to increase the purchasing power of a single agency, making insurance and benefits more affordable.

Workers’ Compensation and General Liability Coverage

RGS is a founding member of Municipal Insurance Cooperative (MIC), a joint powers authority purchasing pool to have better purchasing power in the workers’ compensation and property & casualty insurance marketplace. MIC is unique in the pooled insurance field because it is not a risk sharing pool. It helps agencies increase their buying power, with each agency able to manage its own risks and select its level of self-insured retention.

Current member agencies include:

  • City of Commerce
  • City of Cudahy
  • City of Industry
  • City of Palm Springs
  • Placer county Water Agency
  • Regional Government Services
  • San Bernardino County Transportation Agency
  • City of Upland

STARS 401/457 Pool

RGS is a founding member of the California Public Agencies Self-Directed Tax-Advantaged Retirement Systems (STARS), two trusts formed in September 2009 by California public agencies for the exclusive use of local government agencies for their employees. The 401(a) and 457(b) trusts are administered by a Board of local government representatives.

Agencies can participate in the STARS program either as ‘Member’ agencies or as ‘Associate’ agencies which elect not to engage in the governance of the Plans. Joinder agreements for the 401 and 457 plans enable each agency to specify the exact terms of its plan.
